Philippines in a Changing Geopolitical Era

The American Chamber of Commerce of the Philippines (AmCham) held its September General Membership Meeting (GMM) with a timely theme: “Safeguarding the Philippines in a Changing Geopolitical Landscape.” Citi Philippines CEO Paul Favila opened the session, emphasizing the importance of having Defense Secretary Gilberto Teodoro Jr. as keynote speaker—especially amid rising global tensions and the urgent need for safeguarding Philippine sovereignty.

Reaffirming Defense as a Pillar of National Credibility

Secretary Teodoro addressed top business leaders. He stressed the importance of strong national defense and a credible deterrent posture. According to him, no nation—big or small—can earn respect without military strength.

“The smaller the country, the stronger the deterrence it must build,” Teodoro said.

Strengthening Security Through Alliances and Modernization

Teodoro highlighted the value of alliances and partnerships. He cited Visiting Forces Agreements and joint defense exercises as key tools to protect Philippine sovereignty. He also noted growing support from countries like India, France, and Australia. Their involvement reflects a broader consensus on upholding the rule of law in the Indo-Pacific.

He pointed to Singapore as a model. Despite its size, it commands global respect through modern defense capabilities. Teodoro urged the Philippines to follow a similar path.

Addressing Environmental and Security Threats

Teodoro criticized China’s incursions in the West Philippine Sea. He called China the “number one destroyer of the environment.” These actions, he said, highlight the need for advanced military capabilities.

Defense modernization requires funding. However, Teodoro assured the business community that spending remains cautious and disciplined. This aligns with President Marcos’ call for corruption-free resource management.

Reforming Institutions and Embracing Innovation

Teodoro also called for institutional reform. He wants to improve the defense bureaucracy and bring in fresh talent from outside government. He emphasized the need to adopt advanced technologies.

One major initiative is the creation of the Office of IT Security and Cybersecurity. This office will help strengthen the country’s defenses against digital threats.

Creating a Stable Environment for Growth

Teodoro’s message extended beyond defense. He advocated for a rules-based order that supports economic growth and development. Security and stability, he said, are essential for businesses to thrive.

As regional tensions rise, Teodoro delivered a clear message: the Philippines must stay strong, resilient, and ready to defend its sovereignty.
