  • Access to Universal Health Care’s Konsulta: Insights from Mr. Emmanuel “Mandy” R. Ledesma, Jr.

On July 31, 2024, the halls of Shangri-La the Fort were abuzz with discussions on health care as industry professionals, corporate representatives, and business owners gathered for an insightful talk by Mr. Emmanuel “Mandy” R. Ledesma, Jr., President and CEO of PhilHealth. The event centered on PhilHealth’s Konsultasyong Sulit at Tama (Konsulta) program, offering a deep dive into the comprehensive outpatient benefits mandated by the Universal Health Care (UHC) Law. This initiative, pivotal to the nation’s health care system, promises to revolutionize how Filipinos access medical services.

Understanding PhilHealth Konsulta

PhilHealth Konsulta, as part of the Universal Health Care Law, guarantees that all Filipinos have equitable access to quality and affordable health care goods and services while being protected against financial risks. This program is designed to provide preventive and primary care services to all Filipinos through accredited providers.

Objectives of PhilHealth Konsulta

PhilHealth Konsulta aims to:

  • Protect the Health of Every Filipino: The program is geared towards safeguarding individuals against chronic illnesses through preventive measures.
  • Avoid Complications Through Early Detection: By offering regular consultations and health screenings, the program helps in early identification and management of health issues.
  • Provide Affordable Drugs and Medicines: The program ensures that essential medications are accessible, particularly to those who are financially disadvantaged.

Services Offered Under PhilHealth Konsulta

Under this initiative, all Filipinos are registered with an accredited PhilHealth Konsulta Provider of their choice and are eligible to avail themselves of:

  • Consultation: Regular medical consultations to monitor and maintain health.
  • Health Risk Screening and Assessment: Comprehensive screening to identify potential health risks.
  • Selected Laboratory and Diagnostic Tests: Essential diagnostic services to aid in accurate health assessments.
  • Selected Drugs and Medicines: Access to necessary medications as part of the treatment process.

Highlights from Mr. Ledesma’s Talk

Mr. Ledesma’s presentation was both enlightening and inspiring, shedding light on various facets of the Konsulta program. His insights into the program’s implementation, challenges, and future plans were invaluable to all attendees.

  1. Early Detection

One of the primary benefits highlighted was the program’s emphasis on early detection. Mr. Ledesma stressed that early identification of health issues can significantly improve treatment outcomes and reduce healthcare costs. This aspect of the program ensures that individuals can access quality healthcare when they need it most, potentially saving lives and enhancing the overall quality of life.

  1. Access and Information Dissemination

A significant portion of the discussion focused on the accessibility of the Konsulta program. Despite its comprehensive benefits, many participants, including myself, realized that this was the first time we had heard about such a package. This underscores a critical gap in information dissemination. Mr. Ledesma acknowledged this shortfall and emphasized the need for effective communication strategies to ensure that more Filipinos are aware of and can benefit from the program.

  1. Role of Employers

As an HR professional, the talk resonated deeply with me regarding the role employers can play in spreading awareness about the Konsulta program. Mr. Ledesma encouraged us to be proactive in informing our employees about the available benefits. By leveraging word of mouth, employers can significantly contribute to bridging the information gap and ensuring that more individuals, especially those without access to Health Maintenance Organizations (HMOs), can utilize these health services.

  1. Digitalization and Future Plans

The discussion also touched on the plans for digitalization in collaboration with the Department of Information and Communications Technology (DICT). While the PhilHealth portal currently faces challenges in terms of enrollment and accessibility, ongoing efforts aim to improve these digital platforms. This will streamline processes, making it easier for Filipinos to register and access Konsulta services efficiently.

  1. Application to John Clements

Reflecting on the insights from the talk, there are several ways in which the PhilHealth Konsulta program can benefit the employees at John Clements Consultants Inc.

 Benefits for Employees
    • Free Consultation and Laboratory Workup: Employees who are not yet enrolled in our HMO can avail themselves of free medical consultations and necessary laboratory tests through the Konsulta program.
    • Support for Immediate Relatives: For employees who choose not to enroll their immediate relatives as dependents in our HMO, the Konsulta program provides an alternative. This ensures that their loved ones can still receive medical care without exhausting the employee’s financial resources.
Promoting a Healthy Workforce

By actively promoting the Konsulta program, we can contribute to a healthier workforce. Early detection and preventive care can reduce absenteeism and improve overall productivity. Moreover, fostering a culture of health and wellness within the organization aligns with our commitment to employee well-being.

Conclusion

The event on July 31, 2024, at Shangri-La the Fort, featuring Mr. Emmanuel “Mandy” R. Ledesma, Jr., was a significant step towards understanding and embracing the PhilHealth Konsulta program. The insights gained from this event underscored the importance of early detection, accessibility, and the pivotal role of employers in spreading awareness.

As we move forward, it is crucial to actively participate in disseminating information about the Konsulta program. By doing so, we can ensure that more Filipinos, especially those in underserved communities, can access the health care they deserve. The Konsulta program is not just a health initiative; it is a promise of a healthier and more equitable future for all Filipinos.
