At the recent Makati Business Club (MBC) General Membership Meeting – Foreign Leaders Series, Canadian Ambassador H.E. David Hartman delivered an insightful and inspiring address on the future of Canada–Philippines relations. Speaking before business leaders, diplomats, and industry professionals, Ambassador Hartman outlined how both countries can collaborate more deeply in trade, investment, and innovation — all while upholding shared values of inclusivity, sustainability, and good governance.

A Renewed Partnership in the Indo-Pacific

Ambassador Hartman began by emphasizing that Canada’s engagement in the Indo-Pacific is deliberate and enduring, and that the Philippines plays a central role in this strategy. With over one million Filipinos in Canada, he highlighted that people-to-people ties form the “very backbone” of bilateral relations.

Today, the Philippines is Canada’s third-largest export market in ASEAN, with trade valued at 3.4 billion (Canadian dollars) and Canadian investments reaching 844 million (Canadian dollars). While these numbers are impressive, the Ambassador stressed that there remains tremendous untapped potential for both economies to grow together.

He lauded the Philippines’ economic resilience and reform-driven environment, describing it as “one of the fastest-growing economies in the world.” Canada, he said, is eager to be part of this growth — particularly in sectors that promote clean energy, food security, education, sustainable mining, and digital transformation.

During the open forum moderated by Chris Ilagan, President and CEO of the Canadian Chamber of Commerce, Ambassador Hartman identified energy security and food security as Canada’s top priorities for partnership with the Philippines.

He pointed to Canada’s strengths in renewable and nuclear energy, noting that Canadian technology can help the Philippines achieve a stable, low-carbon energy future. In agriculture, the Ambassador reaffirmed Canada’s support for the country’s agri-food modernization and food supply resilience, underscored by the opening of the Indo-Pacific Agriculture and Agri-Food Office (IPAAO) in Manila.

Mining, Education, and Climate Collaboration

Ambassador Hartman also discussed Canada’s leadership in sustainable mining and how the Philippines can benefit from its best practices. He cited Canada’s Towards Sustainable Mining (TSM) standards, already adopted locally, as proof that responsible resource development can create jobs while protecting the environment and empowering indigenous communities.

In education, over 200 partnerships between Canadian and Philippine institutions have been established over the past decade — from academic exchanges to joint research and innovation programs. This collaboration, the Ambassador noted, helps equip Filipino students and professionals with global expertise while strengthening scientific and technological ties.

Climate action was another key theme. Canada has committed more than 590 million CAD through various funds to support the Philippines’ transition to renewable energy and electric mobility, including a recent partnership with Ayala Corporation to deploy EV charging stations nationwide.

 Building Trust and Predictability for Investors

When asked what Canadian investors look for, Ambassador Hartman was straightforward: stability, predictability, and transparency. He encouraged Philippine business leaders to maintain consistent engagement with both local and foreign investors, stressing that “business thrives upon trust and dependability.”

He added that finding the right local partners and maintaining policy continuity are vital in attracting long-term investments. “Business here,” he quipped, “is a contact sport — it’s about building relationships that last.”

Perhaps the most striking takeaway from the event was the Ambassador’s optimism and warmth. Despite global uncertainty, he reaffirmed Canada’s unwavering belief in multilateralism, free trade, and shared prosperity.

He ended on a lighter note, humorously recommending that Filipinos try poutine — a beloved Canadian comfort food — while encouraging more exports of Philippine tropical fruits to Canada. “Let’s keep the conversation going,” he concluded. “Let’s build a future that’s inclusive, innovative, and inspired.”
