Pioneering the Recruitment Industry (1974–1991)
JCCI was established in 1974 by two trailblazing founders: John Clements, an Australian psychologist, and Leocadio “Cady” J. Dominguez, a Harvard Business School graduate. From the outset, the company specialized in executive recruitment, laying the groundwork for a collaborative and customer-focused business model.
By 1976, JCCI expanded its executive recruitment services to include professional staffing solutions, recognizing the growing need for skilled talent across various industries such as finance, manufacturing, and technology. This pivotal move led to the creation of the Professional Staffers Division, cementing JCCI’s role as a trusted partner for businesses navigating complex hiring needs.
In 1979, JCCI launched EDI Staffbuilders International, targeting the Middle Eastern market’s workforce demands, particularly in Saudi Arabia. By 1991, the company had further expanded its international footprint with the establishment of an office in Jakarta, Indonesia. In the early 2000s, Leocadio Dominguez established the Human Resource Development Division (HRDD) to provide training and development services to clients. The division offered a wide range of solutions, including management development, strategic management, customer service, and sales development. Each solution was tailored to meet the specific needs of clients, with a thorough needs assessment conducted beforehand. An educator at heart, Mr. Dominguez personally conducted some of these training sessions for both clients and the company’s employees, further emphasizing the company’s commitment to educational excellence.
Innovating for the BPO Industry and Beyond
As the decade progressed, HRDD expanded its offerings to meet the growing demands of the Business Process Outsourcing (BPO) industry. In 2004, JCCI formed a team of trainers, composed mostly of Americans and Filipinos with U.S. education or work experience, to address the industry’s specific needs. Rocky Peltzman, an expert in English-as-a-Second-Language (ESL) training, created curricula focusing on English, culture, and customer service. At one point, over twenty trainers were actively working to develop language skills for BPO professionals.
In 2006, HRDD underwent a significant transformation through a partnership with Harvard Business Publishing (HBP), bringing world-class content and methodologies to the Philippines. This collaboration laid the foundation for the future John Clements Leadership Institute (JCLI), continuing the legacy of leadership development and educational excellence. By providing access to Harvard’s world-class resources, this initiative elevated the caliber of professionals entering leadership roles, reinforcing JCCI’s dedication to excellence in talent development.

JCCI’s groundbreaking initiatives during the 2000s included the launch of the English Foundation Program in 2005, aimed at enhancing the employability of Filipino workers by improving their communication skills.
In 2006, JCCI expanded its global presence by fostering partnerships and participating in international conferences, further promoting the Philippines as a hub for world-class talent. In 2007, JCCI embraced mobile recruitment technology to make job opportunities more accessible. It then toured Finland, Sweden, and Denmark, in collaboration with Barona, the Finn-ASEAN Business Association, and Global Risk Clinic.
JCCI also hosted its first in-house Japan Desk Job Fair for Japanese bilinguals, further strengthening its commitment to connecting talent across cultures. The series concluded in Germany with events in Berlin, Frankfurt, Stuttgart, and Munich, in partnership with MAP and the Philippine Embassy and Consulate. These international engagements solidified JCCI’s role as a leader in global workforce development.
Marking New Milestones in the 2020s (2020–2024)
